Redistributing that downloaded file — reposting to your own account, using it in a paid course, or monetising it on YouTube — moves squarely out of the grey zone and into infringement territory.

US "fair use" and UK/Canada/Australia "fair dealing" doctrines allow limited unlicensed use for criticism, commentary, teaching, news reporting, and research. Reaction videos, educational analysis, and journalism pieces that use short excerpts of a TikTok are typically defensible. Whole-video reposts with a caption like "credit: @user" are not, even with the credit — attribution is not a licence.

The music complication

TikTok's audio library is licensed to TikTok, not to viewers who download a video containing that audio. If you rip a video whose backing track is a licensed pop song and repost it on YouTube, you may hit a copyright claim not from the creator but from the record label.
